The real problem for Gulf oil countries(Perhaps Brunei, Russia, and Venezuela also) is, the citizens don't have the kinds of awareness they have to Preplan for their future, so they just keep asking their government for more freebies instead of asking for their government to save for the future(UAE, Qatar, Kuwait did have more foreseeing monarchy but not doing enough), so their sovereign wealth fund pale in size in proportion to their Oil reserves compared to Norway, when the Oil market turn bad due to rise of Fracking and Electric Cars, they are in trouble.
